How CBI Works/Investigates | Central Bureau of Investigation

The working principle of CBI (Central Bureau of Investigation) is very different from Police Forces, rather we could say that CBI works with Intelligence and Reconnaissance Tactics; and to play with a Suspect's mind is not a big deal for CBI officers.

In India we have so many intelligence agencies, headquartered in New Delhi. For Example, Foreign Intelligence Agency Research and Analysis Wing (R&AW), Domestic Intelligence Agency, Intelligence Bureau (IB), Defence Intelligence Agency (DIA), Narcotics Control Bureau (NCB), National Investigation Agency (NIA), National Technical Research Organisation (NTRO), etc.

Among these Central Agencies, here we are going to talk about CBI (Central Bureau of Investigation). 

The Director of CBI is currently 'Shree Rishi Kumar Shukla, IPS'. 

CBI (Central Bureau of Investigation)

The Central Bureau of Investigation (CBI) is the premier investigating agency of India. Operating under the jurisdiction of the Ministry of Personnel, Public Grievances and Pensions, and the CBI is headed by the Director Wing. 

Originally, it was established to investigate bribery and governmental corruption, in 1965.

It received expanded jurisdiction to investigate breaches of central laws enforceable by the Government of India, Multi-state Organized Crime, Multi-Agency or International Cases. 

The agency has been known for investigating several economical or financial cases, special cases, corruption cases and other high-profile cases. The CBI is exempted from the provisions of the Right to Information Act. CBI is India's officially designated single point of contact for liaison with the Interpol.

• Recently, you must have heard about CBI probe for Sushant Singh Rajput Suicide Case. Supreme Court has ordered to probe into this Case to the CBI, after Bihar Government requested it.

Why CBI is preferred? Why We Trust on CBI's Investigation?

In every high profile case, CBI is the most favourable agency ever. 

CBI officers do not have any type of special uniforms or insignia. Although, if any CBI officer is standing near by you, you even won't be able to recognise him/her. 

The investigation performed under the CBI is in a very Professional Manner. In every case the CBI has a Standard Operating Procedure. All Personnels of CBI works under this SOP. The Investigation Performed by CBI is very fare and free. Every case are being reviewed for once in a month by a Senior Supervisor appointed for that particular case. They also make a Progress Report of Every Case performed by them. 

If a Senior Supervisor finds any fault in any Investigations, than he/she commands for Re-Investigation for that file. 

Every Investigation has multilayer supervision protocol. It has 2 Minimum Layers and 3 Maximum Layers. It means in every Investigation there are minimum 2 supervisors and Maximum 9 Supervisors. 

Whereas any State Police Organization doesn't have any type of layer for supervision. If there is any type of supervisor in police organization he/she will have a lot of burden, like to maintain law and order, security, election duties, festival duties, etc. 

The CBI Manual

The prime reason for CBI probe is that the CBI has a Manual. It means that the Working Principle and Working Procedure will be available in a written form in their Manual and the instructions are well documented. That's why there is no place for informal or moral Investigations. They do have their permanent case record; even after several years, these case records can be considered for Investigation. 

Investigation Wing and Prosecution Wing

Investigation and Prosecution Wing of CBI works altogether at the same stage. From registering FIR to Final conclusion, investigating officer and law officer works in a same and precise manner. They do interact in any doubtful situation. 

IPS Officers' Role

The another main reason behind CBI investigation is that only IPS officers are eligible for it (SP to Director Rank). They have deputation of 5 to 7 years. In CBI, not a single officer is deputed on permanent commission. 

Also, Investigating Officers (IO) are from different intelligence departments and the ratio between them is almost 50%. CBI officers can feel security and independence in a Bureau and in a field operations. 

CBI doesn't even have Political Influence, which is a major advantage. 

On an average CBI handles 1200 cases per annum. 

Has CBI ever been criticized?

In 2013, CBI was criticized, and the reason was a political influence; and Supreme Court Proclaimed that the government in that time was Influencing the CBI for 2G and BOFORS scam. 

• As long as there is no political interference in the CBI; we can trust in it.
